I think it's just a minor glitch and if you've got a basic grasp of the English language you should muddle through
If, however, you're thick as bulls lugs you're screwed
I don't know if it can be fixed in general, but typically if you experience the punctuation glitch you can just message our admin Johnny and he'll take care of it when he gets the chance.
It would probably require using a new code page/character set. The problem with that is switching it could have weird effects on what is already here, resulting in the need to do a bunch of cleaning of existing band and tab names, and possibly tab content. Therefore something I doubt we would want to have happen.
